The memorial pays tribute to the sailors that lost their lives at the war of 1940. The memorial is dedicated to two historic events. The first one is about the people who were lost in an air combat fight of the Battery of Preveza during an airstrike on 13 January 1941. The second one refers to the sinking of the ship B.Π. Πηνειός (V.P. Pinios) due to a mine on 24 October 1945. It is located at the top of the city, where the Amvrakikos gulf joins the Ionian Sea, opposite Aktio, almost 1 km away from the pedestrial beach walkway.
